Can they be used with incandescent tail lights or does it have to be LED tail lights already installed?

The type of tail lights your trailer has now makes no difference. The only requirement is your existing lights operate using 12vdc power. You need 12vdc + and 12vdc - . That's it. If in doubt, use a dc volt meter to measure the voltage of the wires feeding your existing tail lights. Virtually every vehicle made to operate in North America is 12vdc based. It would be highly unusual for your trailer to be any different.
