No. You need an LED controller with Bluetooth capability to be able to operate with your Bluetooth enabled smartphone. If you order the LED light strip by itself, you'll need a way to at least turn it on and off. That can be done by using a simple on/off switch (or even a dimmer switch) but if you want to be able to control the LED strips using your smartphone, then you need a controller in the circuit that is Bluetooth capable.
